Regarding the Charleston police shooting: “The Fleeing Felon Rule” – a lot depends on what went on before the shots were fired, which is not on tape. Now it is revealed that there was a passenger in the car. This may not turn out to be a slam dunk case.

“Where the officer has probable cause to believe that the suspect poses a threat of serious physical harm, either to the officer or to others, it is not constitutionally unreasonable.”
